The government of the Democratic Republic of Congo and the M23 rebel movement have reported progress on a protocol for establishing humanitarian access during the latest round of peace talks in Switzerland. In a joint statement, both parties committed to refraining from attacks on civilian populations and essential infrastructure.
Despite progress on the diplomatic front, there were reports of fighting in remote highland areas as the negotiations commenced. The ninth round of talks seeks to resolve the protracted conflict in the country’s east. Fighting is currently concentrated in the North Kivu and South Kivu provinces, where the M23 has seized significant territory and the Congolese army, supported by its allies, continues efforts to reclaim ground.
The humanitarian situation remains critical. Aid organizations have said they must secure formal safety guarantees from armed groups to reach conflict zones, but that some factions continue to block humanitarian passage.
